Application Guidance for Human Rights Tribunal Panel Members

 

The Selection and Appointment Committee (“SAC”) is responsible for the appointment of panel members of Bermuda’s Human Rights Tribunal (“Tribunal”). The SAC welcomes your interest in serving in this role.

The SAC, in accordance with Section 13B(1) of the Human Rights Act, 1981 is responsible for the independent recruitment, selection and appointment of no less than twelve (12) and up to fifteen (15) panel members to the Tribunal.

This Committee is committed to the selection and appointment of a diverse group of individuals who respect and uphold the principles of natural justice, inclusion and impartiality.

The selection and appointment processes reflect the appointment standards for National Human Rights Institutions (based on guidance set out by the United Nations under the Paris Principles) by creating a public application process to enable eligible persons in the community to be considered for the role of adjudicator to hear human rights complaints.

Role of Human Rights Tribunal Panel Members

 

Human Rights Tribunal Panel Members are responsible for hearing and determining human rights complaints in a fair and just manner. Please learn more about the role, including the role of the Chairperson and the Deputy Chairperson, on the Human Rights Tribunal page. As part of their orientation to the role, panel members will receive training on judgment writing to assist them in effectively carrying out their responsibilities.

Application Process

 

The following process will be adhered to:

  • Each application must be completed in full, inclusive of the upload of a current resume.
  • All applications shall be submitted electronically on the website no later than 3:00 p.m. on Wednesday March 2, 2022.
  • Late applications will, unfortunately, not be considered.
  • If you do not receive acknowledgment of the receipt of your application within 48 hours (please allow extra time if sent during the weekend) please email SAC@gov.bm or call 295-5859.
  • Please note, serving members of the Judiciary, the Legislature and Public Officers are not eligible to apply.

Selection & Appointment Process

The Selection and Appointment Committee is responsible for:

  • The careful review and assessment of all applications.
  • The selection of a “short list” of candidates for further consideration.
  • Conducting virtual interviews for all shortlisted candidates. Second-round interviews may be held as necessary.
  • The final selection of candidates and, providing there are no concerns raised as a result of the police vetting process, they will be notified of an offer for appointment which will be published in the online Official Gazette on gov.bm.
